Is it same as the green colour capsicum avilable in the market?
or is it the green chillis we use?
or is it the dried red chillies we use in making sambar?

Remember that chillies have different burn factors on different parts of the chilly
The top part near the stem in red chillies are those parts used to make Cayenne Pepper from...
The tip is quite mild in comparison...

It is a type of ground medium hot chili. I'm sure you could substitute and ground red chili powder.
