You can tell his best friend in office to advise him
You can also gift a belt to him and some one or two others as performance award.
You can have good self speaking posters in office about office etiquettes and manners.

To require the wearing of a belt is very reasonable.

maybe you could buy him a belt for Christmas, or perhaps gag-gift Urkel suspenders if you don't want to be so blunt. i'm sure he'd get the point. or you could just be straightforward and take him aside and tell him in the most respectful, delicate way you can.

If you are this person's supervisor, it is your place to say it. Just talk to the person in private and let him know that, when he bends over, he reveals himself in an inappropriate way. Then give him instructions about what he should do to rectify the problem.

If you are the boss, take him aside and have a chat about the dress code. If you are not, then take it to management and let them handle it. If there isn't a dress code, this is surely an example of why there should be.

If you are the boss, make it compulsory for all men to wear belts, if not it depends on what kind of person he is. if he can take a joke just casually say pull your pants up (what ever his name is) . if not I think you should just tell him straight out to save him from embarrassing himself any further.

ask him if he is aware that he has plunbers butt. or perhaps he is making a statement, for sometime now females have been wearing their pants low enough to show their thong straps and crack. maybe he thinks its ok for a male to do it also. its gross either way.
