Why would one ask such a question in an engineering forum?
There is no real science that I am aware of that says that we only use X% of our brains. Growing that big brain takes a lot of energy and if a smaller brain could result in better chance of survival for infants then most people would have smaller brains. I think if we could get by as well with a small brain we would have one.
Men like Newton did not make their contributions in isolation.

I recall that I took an introduction to psychology course more than 23 years ago and in it we were told that this idea that people use only a fraction of their brain was discredited long ago. The following sounds like a good explanation of this:

The now almost lost attributes of scientists that made Newton so outstanding were mainly:
- Humbleness
- Honesty
- Freedom to believe in God as a creator of the universe and its laws
- Searching for wisdom where it is to be found
So it was not Newtons ability to use more than 95% of his brain - it was the lack of
- Pride
- Atheism
- Self made word view
that allowed him to be far more successful than today's scientists who deny God - just because God can not be seen with their physical eyes and measured by their physical instruments.

There is a very simple experiment to prove that you use 100% of your brain. If we took a scalpel and cut a piece out, you would be either dead or seriously handicapped. No matter which part we cut out.
The age old 10% myth is just that: total bull with no science value. The same is true for any other number you will ever hear. Thankfully your neurosurgeon does not buy into that crap and tries to keep that organ in one piece even if he has to treat you.

Newton was such a genius that he was able to conceal the fact that he was able to use 110% of his brain by not having a cell phone account nor the distraction of the internet.

Due to an unfortunate head injury caused by a gravitationally accelerated fruit of a Malus domestica tree, and the resulting minor sub-dural hematoma, Newton was forced to use a slightly larger portion of his brain for thinking deep thoughts than before the fruit impact. Estimates vary between 14.07% and 14.31% for his later life utilization. Newton, after the accident (but you never know when dealing with Malus domestica) took to sitting under fig trees.

It was a long-held belief that humans used 10% of their brain. However, this has proven to be not true. It varies from person to person and tends to be near 25%. However, the amount we use doesn't seem to have any relation to how smart we are.
