I am doing my senior paper and I wanted to start it with “Though most people think this war started in March of 2003, the seeds were sown many years before. The actual military conflict, involving United States troops against Iraq, began in January of 1991”

do I need a leading paragraph or is that ok?

A powerful quote is a GREAT way to start a paper or paragraph. It can grab the reader's attention, enticing the reader to read some more!

Yes, you can. Be carefull not to disrupt the flow of your paper once the quote is over.
