If the proposal is targeted at general audience, should it:
1. be printed two-sided?
2. be ring-bound or glued in a hard-cover?

I believe that it should be ring bound. That is the most effecient way! If you want to make sure, search at the Free the Children/Me to We Generation website.

A fund-raising proposal should NEVER be targeted at a "general audience." It should be targeted to a specific funder. And specific funders -- corporate foundations, family foundations, corporate giving programs, etc. -- each have different requirements of funding proposals.

A funding proposal should be presented in a professional manner. Two-sided is fine, and is better for the environment (because it uses less paper). If you believe it would look more professional in spiral binding, do so.
