Naval Sea Cadets are run by the Navy League of the United States. They have no connection to the Department of the Navy. Sea Cadets are a bit like Boy Scouts, but with a maritime flavor/

It is a Jr. ROTC program for high school students. If you participate and enlist in the Navy you can go in at a higher grade and get a jump on the other people.

I have. They are like boy scouts but for the Navy. The Marines have them too, we call them Devil Pups.
