Not at all.
One of my sons did not talk [other than gibberish] until he was 3 and a half years old. He is very intelligent and has done so much with his life. Currently in a top job, & great in all the other aspects of life, too.
Einstein did not talk until he was 5 years old and we all know what a genius he was!
Just keep talking to him and don't expect an answer, he'll do it in his own time.

Give it a couple of more months. If his speech is not improving by 19 months, then she should take him in, but some kids just take a little longer. At 19 months his doctor might check his hearing just to be on the safe side.

statistics show that boys dont develop all there skills right away like girls so dont worry he will come arround soon boys tend to be shy and quiet at that age he just has to come arround when hes ready my cusin didnt even say momma till he was almost 19 months just watch over the next cupple of months he will catch on he just might be a slow learner!!

now in days more kids are starting their speaking process quite late, try talking to your nephew and see if he responds .
If he is not spending time around children his own age that can talk, maybe he is shy of being able to talk before the others
