We did bookmarks that had part of a reading from our ceremony on it.

But honestly- the bookmarks were great, they tied into the ceremony, they're practical for people to use, my mom always uses it when she reads, and they weren't super expensive.

I was at a wedding recently that the favors were home made CDs. They had love songs on them including the couples wedding song. Not sure how legal this is but it's cute. I think my friends might have had them professionally done.
Try including photos on the CDs instead if you're worried about the legality of music.
Another friend had picture frames.
What about giving your friends a copy of your engagement photo or taking another one with a digital camera.
I've also seen cute things done where the individual favors make up the centerpiece. Like maybe a ring of candles or small bunches of flowers. That would probably also cut down on the cost because you wouldn't have to pay for both.
My sister had homemade candies with quotes tied to them

Someone here already mentioned making a donation to a charity. A friend did so for all the soldiers fighting the war. They had little notes rolled up on everyone's plates.
My daughter plans on making a donation to melanoma cancer research and will have the bracelets that they have for melanoma cancer at each person's plate.
After Hurricane Katrina friends wrote a check for that and had a cardboard house at the back table which guests could leave checks for the relief fund if they so desired. The bride and groom asked for that instead of gifts.
In all honesty, most of the wedding favors are so hokey that I personally prefer the donation idea.

We had Jordan almonds in small boxes (just big enough to hold 5). We tied the boxes with a little ribbon, put a tag on the ribbon and a monogram sticker on the tag. Inside the tag, we printed up small address labels with "Five Jordan Almonds Signify Health, Wealth, Happiness, Fertility, and Long Life." on them.
Except for the almonds ($7/bag, I think, at Michaels) and ribbon (cheap, at Michaels), everything came from the Dollar Tree. I don't remember the grand total, but it was way less than $100 for over 100 favors

Get something you can use for your centerpieces at the reception and let people take them home at the end of the night. Candle holders, flowers, etc., something like that. What are you going to do with 50 floating candles after the wedding anyway? :)

for our wedding, we made chocolates in wedding shapes (bells etc) and wrapped four or five up in cellophane, tied it with ribbon, and put a cardboard tag on it with the person's name. can all be done for less than $100 easily. prepared them about a month or so in advance, kept in freezer. and everyone was impressed. served as a bon bonaire and place holder. what are they gunna do with a trinket? they just want the free feed most of the time.

I've seen packs of matches with names, M&M's with names, also at some weddings ive seen where they make bags with the bride and grooms name on them and then have huge buckets filled with different candies and the guests make their own bags of candy to take. Some others are a CD with a picture of the bride and groom on it (easily done with a computer and printer) that has the couples favorite songs/songs played at their wedding, picture frames with a picture of the couple.

Instead of giving away an actual favour, take the money you've put aside for them, and donate it all to the charity of your choice. Inform your guests of this, of course... the last wedding I went to, little cards were printed and placed on everyone's plates.
Normally I always take home some stupid trinket from a wedding that I never end up using... this was a refreshing change, and very, very nice.

I'm also having an outdoor wedding, so I'm just going to have the handheld folding fans with a tag/ribbon on them. It seems like everything else just gets thrown away.

You could buy these heart shaped paper boxes, have your names and date of the wedding printed on them, fill with butter cookies and candy coated almonds from the bakery. Wrap them in white tulle and white ribbon. If you prefer, imprint your names on the ribbon inclusive of the date. Shop around, these boxes can be found at your local card store.
