The navy's major role in the nuclear triad shouldn't be overlooked.

Well,, America historically seems to be rushing to everyone's aid when a crisis hits. It would be far too expensive to air lift heavy equipment across an ocean, so, I say we make them an "International Rescue" .. Any time, any where, just load up the tractors, bull dozers, building materials, etc and go.
Problem is, its also been historically proven that he who controls the seas is the power. That's why German U boats were effective in WW2. Airpower can help, but they can't do it all.
So you can't get entirely rid of the Navy, there will always be the need for a tactical air strike force, or bombardment, perhaps even marine detachments to maintain peace on the ground while the rebuilding is going on.
I doubt the coast guard has the fleet to take the Navy's role over since they mainly deal with the US coastline.

if the navy had no combat force they would be a very well equipped version of the coast guard. I wan to see a aircraft carrier pull up next to a go-faster! now thats intimidation! Or better yet form a blockaid so drug runners get to dodge those huge shells the navy guns have to bear when they try to get to our coasts.

there is no reason for the navy to exist if it is not first and foremost a fighting force. the ability to provide disaster relief and other humanitarian missions is a pleasant way to keep the huge and expensive navy more cost effective than it would have been without that ability though.

The navy originated to be anti-pirate and trade protection. Without being a combat foce it becomes coast gaurd.

They were the first on the scene at the Tsunami disaster. They were a major force in the Katrina disaster. Their presence in embargos can deter most combat related events.

if it didn't have a combat capability it would not be called "navy". it would be a fishing fleet, or a merchant marine, or whatever.
