In America, it actually costs MORE to request no air conditioning in most cars (except your bottom of the barrel models) because they have to deviate from the normal assembly to do that for you. In Australia (where I currently live), you have to pay extra to GET air conditioning, which is a joke. The ads out here are like, "Buy now and get free - that's right, FREE - air conditioning! It's pathetic especially in a country where air conditioning is pretty much absolutely ESSENTIAL.

I bought a Hyundai Accent without AC. I live in PA, summers can get low 90's to low 100's. I just drive with the windows down most of the time and I'm fine. I don't regret buying it because I get about 37 MPG on average. If I used the AC it would be much less.

The cheapest car currently available in the US is the Chevy Aveo. Even it comes with AC standard. Based upon that observation I'd say that it's impossible to get a car in the US without AC as standard equipment. It has become ubiquitous.

If you find a small town dealer who will sit down with you it is possible to do anything you desire. I have purchased three pick ups over the years and sat down with my dealer. We started at the front bumper and went through to the rear bumper. I said ok to what I wanted and no to other items. The vehicle was ordered directly from the factory and was mine when delivered. You don't have to buy off the lot and get all the extra bells and whistles.

Unless I lived in the Arctic Circle, I wouldn't buy a car with no a/c. It lowers the resale value.

I can imagine you can order one without it but check out the price of a used car without a/c and see if you want to take that kind of hit.
