Holiness is an attribute of God. Nothing MAKES Him holy, God IS holy. To be holy is to be perfect, sinless. Holiness would not exist without God, it proceeds out from Him.

That's simple: He is infallible, sinless, perfect in every way and is eternal; everlasting - and He is unchangeable. What makes God Holy is the fact that He is without sin - is all-knowing, all powerful and is everywhere spiritually.
