When I take my puppy out for a walk, she is very excited to go. We get outside and she starts pulling like crazy. I do the stopping thing everytime she pulls, she doesn't seem to be getting that. When she finally does start walking, or I run with her, she'll just freeze. Every few steps she'll stop, then bolt forward running, so I run with her, then she stops. She just sits there and then bolts. I can't get her to walk properly. I don't mind running with her if that's what gets her tired, but not if she keeps stopping constantly and won't move. I feel like I have lost my alpha position. I think maybe I should start again and walk her indoors to retrain her. I am using a no-pull harness which she definitely pulls on. Will a halter work better? Any suggestions? I can't take it anymore.

Take her to a training class and or purchase a choker collar.

Yeah, I tried that "no-pull" harness for a while on my young lab. I actually read that harnesses, even if they advertise no pull, actually make it easier for the dog to pull you along (which is why sled dogs wear harnesses.) Switch to either a flat collar or a pinch collar (if you know how to use them properly...get a trainer to help if not.)
Continue doing the stopping, and cut out the running for now...first focus on getting her to walk properly. Keep her on a short leash so that she is not allowed to bolt ahead. When she does decide to get ahead of you, stop, call her back to you, have her sit and wait. I have stood outside for a good 5 minutes before starting to walk again to teach my boy that we're not going anywhere unless he straightens up. You can also try doing a 180 when she starts pulling. That worked great with one of my boys. As soon as she starts pulling, do an about face and start walking in the other direction.
If you can, let her get her energy out before the walk...play fetch inside or in an empty field. They are much easier to train when tired. Also, you may want to keep your walks really close to your house. If you are doing all the proper techniques and she is still have a wild day, cut the walk short and go back inside. Good luck!

Take her for a good long run to tire her out before you start trying to train her to walk properly. If you have her moving at a good pace she will be less apt to stop so you should not have that issue then. After she is less energetic you can take your time and teach her how to walk properly on the leash. I would also suggest an obedience class for both of you.

I really like the halters for dogs that get way out ahead, the problem I've found though is that if the dog backs behind and pulls they can sometimes get it off even if it's properly fitted. Make sure you have the basics down first. The sit, stay, and come commands are important steps. I walk my dogs and start out by making them sit every few steps. Then I increase the distance and do it again. If I feel like the dog is getting away from me then we do a sit and stay making sure it's attention is on me.

train her to heel. Your are the alpha, not her. You set the pace, not her. Once you are in control, you can walk or run. I would consult a dog trainer. You can get a referral from your vet. My Portuguese Water Dog had the same problem. If it was too hot outside, he would "fall to the ground" and I would be pretty mad, because I did not want to drag my dog through the streets, but if I went back in the direction of my house, he would pull and tug. Once I trained him heel...nothing like that happened since. He is now an angel (sort of...)

she's going to do that unless you train her. when she's old enough, take her to obedience classes. all dogs want to sniff and play. stop running with her, unless you mean to go for a run. if you run with her, she thinks it's ok. get a gentle leader leash, and a harness. once she bolts ahead, stop, and wait for her to come back to you. once she does, start WALKING again.
