Get "Home Again",it's a divice that will alert local vets that your dog is missing.

Don't use shock collars unless you wouldnt mind wearing one (all day/night). Is there a reason your husky is jumping the wall (fence?) to get into your neighbors house (yard?)? Maybe there is something over there that you dog likes or is trying to get at.

Try getting a remote control shocking collar. He will learn after a few shocks.

I know it sounds mean, but we did that to our outside dog to prevent him from coming inside the house. He learned quickly and still remembers, and he's really old now.

We got a dog lately that barks all the time so we bought a barking collar and it helps keep her from barking so much.

The only problem is if he's an older dog he may not change.

Good luck.=]

He should be monitored or the yard should be made that it is hard for your dog to get out.
