Straighten or crimp your hair often but not so much that you ruin your hair. And wear a bunch of real cute necklaces. And dangling earings.

Grow it out. Short hair on a girl is weird.

accesorise by wearing nice headbands, barrettes,bows, headscarves,etc. Also, if you have pierced ears, you could wear chandelir earrings.
