because i get an eye exam every year and they change a little every year but now they dont anymore because i stop sitting so close to the t.v. so will the eye doctor let me get them because im really responsible and my mom has said yes about them

The doctor's only concern about "letting you" is whether your cornea is healthy enough to tolerate them and whether your mother will pay for them and supervise your handling of them.
Whether or not your eyes are still changing is not an issue.

As long as your parent approves and you can show them that you can put them in and remove them without too much trouble then they should let you choose contacts this time.
