To answer your exact question, No.
6 packs are the result of low body fat, not necessarily strong abdominals.
NOW, to rephrase your question. Strong abdominals CAN help you increase your speed. As you may know, abdominals are part of your core, which are active in almost every movement you make. So if you could increase the efficiency of your core (abs, obliques, back, etc), you can increase your sprinting speed.
But your core needs to be worked properly. Do NOT go and do 100 situps 3 times a day and expect great results. You may have heard the term "explosive strength." You gain explosive strength from working your fast twitch muscle fibers (which conveniently are the same muscles you work when you do an all out sprint.)
To work your fast twitch muscle fibers in your abdomen, you will need to do explosive, all out workouts on your abdomen. Consequently, to keep your muscles balanced and maintain healthy posture, you will need to do the same for your back.
I suggest doing a google search for "explosive exercises" and "functional strength weightlifting." Some other helpful search terms will be "powerlifting" and "fast twitch muscle fibers + weightlifting"
You can really gain an edge on your opponent if you learn how to properly train your fast twitch muscle fibers.
My number one recommendation would be to also look into explosive exercises for your legs such as depth jumps, jump squats, etc. Once again, google will be your best friend.

Maybe a little. But if you burn up fat to get a six-pack, then losing all that fat will definitely make you faster. Working out will also increase your heart rate, making you a better runner.

testosterone ;has NOTHING to do with getting a sixer, im a 53yr old female and i have a full case of 24 .. why,, because im a runner,i excercise and eat very well.. i do 75 crunchies aday and 100 leg lifts (helps the abs too, while toning the legs.) it takes excercise to burn the fat off your core (belly) and ab strengthening excercise to build the muscles up...
