Is it legal for them to require it in order for you to get your payment?

so they cannot require you to give it, if they pay you less than 600$? even before they actually determine how much you get.

Depends how they pay you and probably you will need to pay taxes, so they will need your social security number to report your payment.

I'm assuming that you are taking part in some type of medical experiment or drug trial, correct? If so, they must report the money paid to you and send you a Form 1099. The 1099 is optional below $600 though many of those outfits cut a 1099 for every one. And yes, they can refuse to pay you if you refuse to complete Form W-9 and tell them what your SSN is.

The income you receive from participating is fully taxable. List it on line 21 of your Form 1040 return.
