The Jewish view on sex is that it is good. However, it needs to be restricted to marriage. Pre-marital sex is a big no-no, and extra-marital sex (called adultery) is right out!
I think maybe you have us confused with Christians. Christianity considers celibacy a virtue, and in many churches (the Catholics, for example) the clergy are prohibited from marrying. If you think about it, this isn't a very good game plan, because if the best and the brightest are becoming priests, and they don't reproduce, well, you're basically pissing in your own gene pool. And if all humanity joined the religion, and all people achieved such a level of holiness that they were able to maintain the ideal of celibacy, well, humanity would go extinct!
Conversely, Judaism encourages its adherents to marry, and an unmarried rabbi, by around age 30 (and that's just if he has a really hard time finding his match) would represent an oddity, not an ideal.

Since I'm LDS (which I prefer to the nickname of Mormon), I can tell you what we believe about sex.
We believe that sex is for the purpose of bring a husband and wife closer. It is only for the bonds of marriage, and only with the person you are married to. Sex before marriage is frowned upon, and should be something strongly discouraged.
I don't know where 7 of 9 grew up, but where I lived (in Utah), it wasn't like that. There were kids that did have sex, and kids that didn't. If you were a strong member of the church, you didn't even get close. There were always shades of grey also.
As far as dating goes, we are asked to wait to start dating until 16. Before that age, it has been proven that your brain isn't even capable of making big decisions, and can't really rationalize consequences with the action. And, not dating before 16 takes the chance of having to make really difficult choices off the table to begin with. We are told that LIGHT kissing is ok, but not making out, and this should only be with someone you know you love, and some even say to wait until you are engaged or married before you kiss. I'm not that extreme. Kissing to me is fine. There should be no "petting", or touching of private areas, and certainly no kind of sex before marriage.

Can't speak for jews - as I'm not one.
But Mormons are encouraged to be virgins until married and not engage in sex outside of marriage. Beyond that, what goes on in the bedroom [or kitchen, stairs, backyard, etc] is between the husband and wife.

Most of the people on here got it right. for Mormons . No sex till marriage after you are married you can have as much sex as you want( with your husband or wife of course) As for Jews I am not one so I can not speak for them.

I can only tell you mormon veiws. Mormons can date at age 16 and they can kiss and generally make-out, when I was growing up in UT, it was up to the girl to keep the guys inline, I don't know if it is like that now, it was really sexist back then to, because the mormon guys could "test" the girls to see how pure they were. I found this very sexist. I am not sure if this is still practised, I find mormons to still be loose, compared to Courting standards of some christians. No sex before marriage.

Jews have all sorts of views on the subject, though some of the more conservative Jewish sects take a hardline abstinence-only stance.
Mormons in theory avoid sex before marriage (which is one reason why they marry young), but in practice they do "everything but" sex (and also some things I would consider sex that just aren't vaginal intercourse) so they can still claim to be virgins. I learned this growing up in an area that had a lot of Mormons for some reason.
