You mean a US State? I don't think they can, not independently; declaring war is a function of Congress.
Otherwise, it depends on the laws of the country in question. if it's a dictatorship, they can engage in war with another nation anytime the dictator feels like it.

If you mean state, they can't. A state can't join forces with other countries or invade other states. The Military making up the other 49 states would deal with them, like a Civil War.
