American Sign Language that's in use now is a mixture of the local signs that Deaf Americans used in various places around the country (dialects) as well as a lot of French Sign Language signs that were introduced by one of the earliest Deaf educators in this country, and were spread (and standardized) by the state deaf schools.
Signs aren't universal, but generally if you know one sign language then you can learn another one more easily than you could learn a second foreign language. Some sign languages are more closely linked to the spoken language around them (like Dutch), but most are quite distinct.

American Sign Language has its own syntax and grammar. It is very different from English. However, Signed Exact English is a visual representation of English. It has a point to point correspondence to English. Deaf Americans and Canadians use ASL. Sign Exact English tends to be used mostly in schools to teach deaf children about the English language, but rarely if ever used in a community setting.

There are many sign languages. Your question makes it seem that you believe that ASL (American Sign Language) is tied to English in some way, but actually it is a completely separate, independent language, and it is not based on English.

No sign language is completely different all over the world. In america we use American SIgn Language(ASL) but there is different sign language in Mexico, all over Europe, and all over the world. They are all based on their language, ours being English.
