How long are these dogs in the cage? How big is the cage? How old are the dogs?
If they are in the cage 6+ hours, they may not be able to hold it any longer.
If the cages are rather large, they may go pottie on one side and not feel like they are spoiling their den.
As for age, 'the experts' typically say that pups/dogs can hold it 1 hour for every month they are old, upto 8 hours... but 8 hours is not recommended.

If the dogs are small, they can only hold their bladder for so long. A small dog can usually only hold its bladder for 4-5 hours, so if you are leaving them in the crate for longer than this, you need to find a different set up. Perhaps a doggy door?

I would check with your vet, there may be something wrong!
Then if that checks out okay, go to your pet store and ask for advice on crates.
