can a company ask or demand their liability insurance company to reject a claim that someone else has and wants it to be rejected or is it up to the insurance company entirely whether or not they pay a claim

An insurance policy has language in it that gives the insurance company the right to investigate, negotiate, settle, deny or defend the claim as they see fit.

The policy holder can not tell the insurance company what to do on a claim.

Unless you have a special endorsement on your policy, called "consent to settle", you have NO RIGHTS regarding the claim.

Once YOU file it, it's filed, and the insurance company handles it the way they want to handle it to mitigate the losses.
