Yes. I have seen the ruins of pretty girls' faces in Casualty after they've been through a windscreen.
When you've seen that, and eyes ripped out, you don't need the Law to tell you to belt up. Anyway, I think it's a £100 fine now.
Incidentally, many of the injured people did not wear their belts because they were only going a "short distance". Possibly the person who hit them had been going a "long distance".
