I think you'll find in many western countries you cannot buy antibiotics unless you have a doctor's prescription.

By contrast, you can buy antiseptics and other general cleaners without a prescription.

Not in the US and there are a lot of variables to be considered when they're prescribed. I don't imagine we'll ever have OTC antibiotics in the US and that's probably best. We have enough trouble with "superbugs", largely as a result of the overuse of antibiotics. If, however, you happen to be in Nicaragua, they do have them but, as I mentioned previously, there is a lot to consider before you know how to take them. If you're in Nica, as the pharmacist.
