Why is it that when I scratch my cat right where his tail connects with his "butt" (for lack of a better term) he lays with his mouth open for a bit then attacts my arm? Is it because he likes it or doesn't? I am not sure either way. When he attacks my arm he will bite then licks my hand. Is this a sensitive spot for him?

most cats enjoy that spot, and often have 'elevator butt' when you scratch it.

he might have stimulation agression.. and you are over stimulating him and he has no option but to lash out. Watch for clues or tells of when he is about to lash out, and try to stop before then.

I do know that is a sensitive spot for females if they are not fixed.
But I did get one of my cats fixed and she still meowed when I would "spank" her there. I called it the "G-spot" for cats. Not all cats are sensitive there. Some of my cats are not, but maybe thats because I have raised them to like their tails being pulled. (not hard, just in a playful way) That is how I get one to get playful.

You scratch yourself there and see how you like it?! and no I don't think the cat likes it.
