because this girl who came to my house.had herpes and she left her tampon in the trashcan in the bathroom.and my dog put it in her mouth and start chewing on it

No. Herpes isn't Zoonotic, therefore one species can't pass it to another. Also, the virus only lives for a few seconds outside of a host, so there would be no living virus present by the time he got to it. And lastly... The girl apparently has genital herpes... one can't get genital herpes by having their mouth in contact another's genitals (or genital herpes virus), only oral herpes which from that (as the virus affects where it comes in contact), I'm not sure about dogs, but about 80% of humans have (but without symptoms/lying dormant).
So... 3 reasons your dog can't get herpes from that.

I learned the hard way to keep my trash cans out of reach from my dog. Every dog loves to test waters and tear toiletries from time to time. Your dog is not going to contract herpes from this incident.
