Many people mistake toning up muscles in an area for removing fat. Everyone's body stores fat differently, so it is really difficult to target a certain area for removal of fat (other than breast reduction surgery which i am sure you are not considering). The best thing you can do is to just try to lose weight. Eventually, the boobs will vanish. Sadly, there is no way for me to know if they will be the first thing to go or the last, it all depends on how your body metabolises fat.

Everybody is made in their own way and it may just be that you are made with more meat around your chest area but if you eat a healthy balanced diet and exercise the amount you are ment to then this should not be a problem .
maybe if you tried running or walking for a few weeks it may tonne you up .

first you have to start by losing the weight. you have to burn more calories then what you are taking in every day. Then you have to do excerises that work that area. like push ups. arm curls with weights, or one of those machines that works that area.

You may need a breast reduction if it is concentrated around the nipple. Working your pectorals with weights helps too.
