Depends on what you want.
If you are going to take the extensive amount of time to show your dog than a breeder. If not then adopt from a shelter.
Remember adopting your adoption fee is a tax deduction and you should get their tax id number!!!

Either go to a reputable breeder or the ASPCA or shelter. Dogs advertised in the papers are from unknown breeding, and are possibly carrying a lot of potential problems, behavioural and physical.

Newspapers are usually BYB. They usually have not done health clearances and things like that. The cost is less than a good breeder would charge. They usually have no guarantee and offer no help after the sale either.
The ASPCA is a fine choice as is a GOOD breeder. Just depends on what you are looking for.

Adopt from a rescue or shelter or get a puppy from a reputable breeder. Reputable breeders don't put ads in the newspaper.

ASPCA or a rescue. I wouldn't go with a breeder. You can never be sure. Not to mention, when you get a dog from a shelter or rescue, you get them spayed or neutered. Which helps prevent pet overpopulation.

adds in the paper arre from back yard breeders, people who breed their pets indiscriminantly for whatever reason (usually money) but neglect proper health testing.

Please please please either go to a shelter or to a reputable breeder. A very high percentage of the puppies being sold in the classifieds are from puppy mills or irresponsible breeders.
If you're interested in the shelter option, use Petfinder.org to find the type of dog you're seeking in a shelter near you.
