If it is,is it a compication of meningitis???

Basically, yes. Typically we speak of meningitis, an inflammation of the meninges that cover the brain and spinal cord. Typically we do not biopsy the surface of the brain during such infections, but in the instances that we do, we usually find inflammation there, too.

In many cases it would be more accurate to refer to the infection as meningo-encephalitis. If the brain tissue were more seriously involved with profound neurological involvement, the encephalitis would be considered a complication of the meningitis rather than a mere association.
