if you call the ASPCA or report it to some animal cops, all you'll be doing is putting the cat in a crowded shelter in a small cage probably for the rest of her life. If you really care, take the cat to the vet yourself and assess its condition, it may not have fleas or be in any pain, maybe shes just in heat or if it's a male just looking for a female. But, you should get the owners permission first, or then you might be in for a fine, especially if there's nothing wrong with the cat. If you don't want to take her to the vet (since it can be expensive) i'd just talk to your neighbor first, say how youre concerned and ask if the cat is hurt. But if youre still thinking of calling the aspca or etc, go to the humane society or a shelter with cats first and look at the cats in those cages next to loud barking dogs, and ask yourself whether the cat would really be happier there. She won't get more affection in that cage than if you just leave her alone and at least she has the world to explore and play in right now. Just see if she's sick or injured. By the way, fleas dont mean neglect or abuse, as you saw with your grandmother having a flea problem I doubt she was neglectful at all! please talk to the neighbor who might already be trying to get rid of the fleas if thats what it is.

If it's got a serious flea problem and seems neglected then yes, that is abuse.
I would get the cat picked up by the appropriate people so it can be cared for an rehomed.
There are many reasons people have animals when they don't want to care for them - it all boils down to selfishness and a lack of empathy for other living creatures. No reason an animal has to suffer because of other people - call round shelters and find one that will pick up, treat and rehome. Doubtless the people who 'own' the cat won't care if they already care so little for it.

you can take the cat the the humane shelter and they will take care of it and find it a good family. you can also try putting a flea collar on the cat and give it some food on the corner of the property to keep it away from the house. try putting some food out though when the cat is not at the house or it may get trained to come to the door of your house and get fed. Also have you spoken with the people next door. The cat may not even be there's just a stray. Good luck and hope the cat is taken care of by someone.

I agree with the others: kipnap the cat, and take it to the vet and ask them to give the cat a check-up and request they dose him/her with a "CapStar" pill. This 'prescription' flea-control medication will immediately (and I mean IMMEDIATELY!!!) kill all the fleas on kitty then you can safely take him/her into your home without worrying about a re-infestation.
I'm a cat rescuer (currently have 14 cats and just rescued 2 more 3-week old babies this morning that their stupid mother have decided to abandon) so this is what I do for abandoned or neglected animals.
If you don't want to go to the expense of taking kitty to the vet (the CapStar pill is about $20 but it is SO worth it!!), then please take kitty to a no-kill animal shelter in your area. They'll take the cat in and you don't have to give your name when you hand kitty over.
If you'd rather keep the kitty as an "outside" cat, just make sure you give him access to clean water and feed him 1-2 daily and give him a warm place to sleep (i.e.: a box with straw or hay or an old blanket in your backyard or patio) and give him some "sugar" (i.e.: attention/affection).
If that's still too much effort and/or you don't want to anger your neighbors, then put a dish of food and water out in your yard (perhaps near the edge of your property) once in a while to make sure that the poor thing won't completely starve.
I absolutely DESPISE people that mistreat or neglect animals...which is why everybody in my town knows to dump their unwanted pets on my property because they know I'm a sucker for a stray!
Bless you for trying to help this helpless creature -- there's a special place in heaven for those who care for those that cannot help themselves.

Call your local SPCA to have him picked up and taken to the humane society. They should take care of it and give the next door neighbors a good talking-to. If not a ticket. If you don't want to do that there's not much more you can do without taking it in yourself or it coming to your door everyday. If it lets you touch it - get some flea medicine from your vet and apply it to the cat. At least you won't have to watch it get eaten alive by fleas! If you want to feed it - put food somewhere away from your house so it goes to that spot instead by your house. I would seriously think about just getting that cat taken away from them though - the poor thing.

This is probably illegal in some context, but take the cat, either to the vet then a shelter, or atleast to an animal shelter. Tell the owner you have no idea? That cat needs help and you seem like you're nice enough to do it.. please, take it somewhere. Hey, you could also anonymously report them.

I'd 'kidnap' it and take it to a no kill shelter. Seriously. I've done this before when i've seen people mistreat their animals terribly. It was all I could do to get them out of there and give them a chance at another kind of life. Or, call the SPCA if you're not comfortable doing that. Animal abuse is a crime, and you can report it anonymously.

you should call someone ,, its like seeing a child be abused and not doing anything.. maybe if they allow you to you can adopt the cat it sounds as if he/she likes you and trust you.

Put it in your shed or something and keep it warm. Feed it regularly and then call pet rescue centre or something. xx
