First determine what 10% of your number is:

What is 10% of 2950?

Convert the "what" to our variable (x), "is" to an equal sign, 10% to its corresponding decimal (0.10), "of" to multiplication, and we are left with the following equation (these are common conversions for changing a worded question into an equation):
X = .1 (2950)
X = 295

Now that we know that 10% is 295, add 295 to 2950.

The answer is 3245.

Actually, the lower EFC score is better than a higher one. EFC refers to estimated family contribution. The EFC number is subtracted from the maximum amount in the Pell Grant which is 4300 this academic year. I would not worry about your financial aid package until the school sends back their financial aid report letter breaking down your financial aid package. I will include some links which should help. Good luck!
