actually vince in the uk highway code there is nothing that says u have right of way.. a green light means "procede with caution" and a green man means "procede with caution" so technically no one has right of way ever

Too many people are ignorant of the highway code - and that includes experienced motorists.

In California, the pedestrian crossing lights have no legal standing, as far a enforcement. A pedestrian ALWAYS has the right of way at ANY intersection.

Technically, the pedestrian need not wait for a green "walk" sign, and, can legally cross against a red light.

It's tough on the drivers because they can't, simply rely on the pedestrian lights to tell them it's okay to procede or turn. However, my take is that a driver should not EVER rely on ANY traffic device to tell them it is safe to enter an intersection. The driver should ALWAYS pay attention to all traffic conditions.

Most don't understand that, by definition, "right of way" does NOT give a driver the right to occupy any particular piece of the roadway. "Right of way" ordinaces are written in such a way so as to determine who must YIELD the right of way. In other words, no one has the right to place themselves in front of a speeding car, no matter WHO has the "right of way."

Look at "Collin H"s answer. He actually states that if the pedestrian is already crossing, then it is safe to continue. There's no "magic" sheild that goes up, just because the pedestrian has the right of way. The second half of that crossing is just as hazzardous, if not more, than that portion under the green "walk" signal.

to answer you question the first part is easy because they still assume it is safe to do so.

Pelican crossings. These are signal-controlled crossings operated by pedestrians. Push the control button to activate the traffic signals. When the red figure shows, do not cross. When a steady green figure shows, check the traffic has stopped then cross with care. When the green figure begins to flash you should not start to cross. If you have already started you should have time to finish crossing safely

Flashing green man = safe to continue crossing, but not to start crossing as lights are changing.

My nephew ran for lights as the green man started flashing, the driver coming to the lights put his foot down as the lights were changing, car and newphew collided, its two years now since we lost him x

Because they've never read the Highway code. In fact schools stopped teaching it, because of Health & Safety fears! Work that one out.

it is not appropriate if the automobile is on your call, it is who replace into using it that counts. Your chum could have the factors for the offence further to his licence and pay any advantageous it is due. He shouldn't attempt to make excuses approximately it. there isn't any excuse at desirous approximately using by using a pink gentle - your chum could have saved his distance from the van so he might desire to work out the line markings and signage extra needless to say.

I agree with Ginger on this point. There should be compulsory green cross code training for these people.
