laser hair removal is best but saving that wax is the only way to go.
For the itchiness she can take an anti-histamine pill that should help. She is likely to get ingrown hairs also and a few will likely get infected. She should exfoliate in the shower with a brush or mitt (you can buy these in the pharmacy/wal mart).
Exfoliating will help to alleviate the ingrown hair situation. An antibiotic cream will clean up any infected pores.
Shaving your pubic area is not a good plan in my opinion.
Here is what she should do if she cant do laser and still wants to remove it...buy a hot wax kit, the kind you heat in a little pot on the stove not the microwave kind. This stuff isnt removed using paper/cloth strips but is spread on and pulled off. Strips hurt more in this area thats why I'm saying this!
she should either do it herself if she is brave enough/limber enough/patient enough/or broke enough (!) or go to a professional that specialises in waxing - remember strips will hurt so the professional should use the paint on pull off kind!
I buy the hot wax kit for my bikini area and I have to contort myself to get 'up and under' - she may or may not have the patience or bravery for this.
Final note: take a painkiller and remove the hair when its still short - wait til the hair is long and the roots are stronger and hurt more.

Waxing, sugaring or epilating are the best choices. They're cost effective and each method removes the hair by the root, unlike shaving, which lops it off at the surface of the skin. The stubble and itching are enough to drive a gal crazy!

Shaving will only bring it back thicker and more. Waxing does not, it is painful from what I hear, but small price to pay to keep it away for a while without the agitation of razor burn, itching and all that other crap it comes with.

Hair removal products like 'Nair' work alright, and they have sensitive area versions for pubic hair removal.
I personally just shave it. Makes the boyfriend happy...which in turn he keeps me happy!!

there are these trimmers that use vibration as a method to cut hair, thats what i would use. (close cut too)
