100% - Canada is a very large Country. Second largest in the world. Any given day in the month of December, someplace in Canada is dry. Take Vancouver, Toronto, Halifax, Regina and Yellowknife - the weather is never all the same. If you are looking for a more specifc answer, feel free to ask a more specifc question.

In searching the weather network records for cities across Canada, I found that they report rainfall and snowfall for the month and hours of sunshine. The best guess at an average would be the sunshine for Winnipeg Manitoba the middle of the country at 99 hours equal to 4 days in December.
