I got new prescription reading glasses but anything that is less than 15 inches or more than 18 inches is blurry. Is this right? Is the range of clear vision supposed to be that small?

Pretty much you should see the stuff within arms length. ANything past that would be your intermediate zone. If you have to hold things too close to use them, your doctor might have to fine tune your RX a little. Call them and ask!

Reading glasses will have a range but yours does sound rather small.

Return to your eye doctor, you may need your prescription tweaked. Measure the distance from your eyes to the various tasks that you do and take those numbers with you. You may need trifocals or a progressive to get all the distances clear.
