It means to try to reverse direction in a metaphorical sense. It is often used to describe someone who says something and then tries to take it back. Politicians are often accused of back peddling when they say something controversial. The metaphor comes from riding a bicycle. If you try to make it go in reverse you can peddle backwards, but on most bikes the gears just spin futilely. Which is the same result as trying to unsay something you've already said. It is futile.

When you state your position strongly and then "back off" your position when questioned. Politicians are famous for this. An example is a senator that supported the war in 2002 will now say they were wrong to appease the public opinion.

When you make a statement and then go against your own statement. Such as I don't like my sister-in-law. Then when you see her and the person you said it to is present, you end up saying that you do like her and why. Some people compare it with hypocracy.
