Clean the litter daily, if you have more than one cat have as many litterboxes as you have cats, then add another one.
Perhaps try change it's type of litter to a different brand.
If none of this works you may have to retrain him.

Do you own other cats besides this one? If you do, that may be part of problem. Each cat should have it's own litter box.
Is your cat spayed or neutered? Are there mutiple cats in one household or a new cat recently added to your household? They may be marking as well.
Has anything changed recently in your household (favorite family member moving out, rearranging of furniture, anything that could upset the cat)?

it could be she as an UTI (uraniary trackt infection) you can either have a vet check her out for one or go to the store and buy the special kitty litter they make to test for a uti because its very common in cats to get. Proly easier for you to take her to a vet seeing as how she wont use the litter box at all. Most cats do this in trying to let you know something is wrong with them so get her to one asap.

Check with the dr. I'd bet $100 it's a medical problem, because cats love to be neat and tidy, and that means making their deposits in the right spot.

have you recently changed brands of litter? sometimes they don't like the feel of the new litter under their paws if you change things up on them.
have you had any recent major changes like moving? cats are finicky and may crap where they feel most comfortable if there has been a major change in their environment.
