Yoda said this to Luke Skywalker after Luke's ship completly sunk. He told him to use the force to get it out. Luke said he will try then Yoda sent a responce.

Here is his history:

His master was N'Kata Del Gormo who trained him on a swamp planet. (Later he was trained by Qui-Gon Jin.) At first Yoda had no idea he could use the force and left his home planet with a human freind. But there ship was hit with an astroid and destroyed beyond repair. They were very close to death when there sensors picked up a star system which led them to the swamp planet where Yoda was trained. After the training was over the Galactic Republic picked up the stress signal and rescued them. In 796 Yoda was a Jedi Master and begain to train students. For more check the link.

It was either George Lucas, who was responsible for the original story of the movie; or either Lawrence Kasdan, or Leigh Brackett, both of whom share co-writing credit for the screenplay.

EDIT: Oh...you want to know the history of Yoda? Not much is definitively written about Yoda's past...at least, not by George Lucas (who really has to have last word on a Star Wars character's backstory, as he, you know, invented Star Wars). Anyway, Yoda was intentionally kept as a bit of a mysterious figure...kind of a wise warrior-monk who is also a benevolent teacher and mentor to the entire Jedi order...

Do you mean who did Yoda say that to? It was Luke Skywalker while he was training him in the ways of the Jedi. While they were in the swamp in Dagoba (sp?) where Yoda was living.
