Social outlets - dances, day trips and so on - for seniors.
Parent and tot classes - arts and crafts, story time, gymnastics, stretching, that kind of thing.
Access to information about social services available in the community - welfare, health care, mental health care and so on.
Don't forget the older children and teens. After-school activities can save the community heartache and $$$. Most older teens won't be interested, but getting the middle-school kids involved in neighborhood clean-up, getting food to the hungry or other community services can change lives.
Diversity activities for all ages. "Ethnic" art shows, "learn about another culture" nights. Anything that can help a community become more accepting will bring enormous rewards.

You might also want to consider offering transportation for those seniors and parents who just cannot drive.
Crafts are important.
A napping room for both, children and seniors.
Offer some sort of church service for those seniors who do not get out much except to attend your center.
Offer a used clothing voucher for seniors to take to GoodWill for free clothes because seniors just don't have a lot of money.
Play cards and board games.
Most of all... include a friendly pet like, a golden retriever or a Labrador and a small friendly lap dog for the seniors to love while they are their.
You might also want to include an on-site counselor for some seniors who are dealing with grief and loss or terminal illness.

Community Centres also offer Dances to the junior age groups, leadership training, Babysitting courses, resume building for teens. A community Centre should be very involved with youth and offer youth groups.

Those that you've listed are great. Even dance lessons and or movie night, karate or judo or some kind of martial arts, perhaps some arts and crafts classes, how about even an after school tutoring program. ☺
