Everything was created by God, including brains and minds and consciences. But that isn't to say that God controls your conscience. I develop my conscience on my own, with the help of God and the people who raise me.

I am a step in the evolutionary chain... and quite possibly a product, assuming my genes don't go anywhere.
And yes... cooperation amongst primates increases the odds of survival all round. However, it is competition that refines the evolutionary process and applies selective pressure to bring about change.
The process requires both steps: make many varieties of a thing.... and then destroy all the ones that don't work so well... Those that do work well become the new "thing" on which the next batch is based.

Evolution cannot explain a conscience because it has no biological basis and yet we all know we have one. There is no survival benefit in having a conscience and no animals exhibit a one. In fact it could be considered a hindrance to the survival of the fittest.
Our conscience is God given.

It's created by God. We are different from the animals in that we have a conscience and morality. Animals don't have that. Their actions aren't good or bad. Our are, though.

I think our conscience is what sets us apart from the rest of the animals. My belief is that its the "god part" in all of us. Some call it the Holy Spirit.
