I don't know where you got your terminology or your concept but that is not what is required to be saved. We are not saved by actions less we boast.
To get your answer one must consult the bible and the answer is there. One man asked Jesus, "Lord, what must I do to be saved" and Jesus replied, Thou must believe in God with all your heart and soul".
In order to be saved a person must believe in God, believe in Jesus Christ as the Son of God and confess with one's mouth that Jesus Christ is Lord and Savior and that he did rise from the dead.
No one is saved by actions. However, once one is saved and as the belief in God continues to increase (there are different levels of belief) then one tends to stay away from sin and change one's life.

The only person I know that taught this was John Wesley. this is the reason he left the Moravian church. It was the result of an argument with Count Zinzendorf over this issue. Wesley said perfectionism is possible and Zinzendorf said it was not.

What is required is one who knows they are a sinner, in need of a saviour. No one on this earth will ever be perfect. Only till we get our new bodies will we be perfect.
