Which of these responses achieved the goal of trying to keep Catholics loyal? Which of the responses may have been counterproductive?

It's called the Counter Reformation and Father Joseph is correct. Read the documents of the Council of Trent. It's all there.

The reformation brought about a reformation within the Catholic Church as well, the Church actually strengthened during the reformation period, because of the accusations.
We as Catholics today are not blind as some would make you believe with what was going on, with indulgences and other internal problems and we dont find it was acceptable in any way.
Luther with his claims actually brought to light a lot that the church had accepted as common practice, but was wrong. because I must make clear that it was not the Church doing these things, it was the people, those in charge of the parishes, the dioceses that were crooked, the Church remains perfect, being the body of Christ.
The problem is that as with most people who are looking out for themselves, Luther took it further, to gain personal fortune and protection from what he knew would happen, he claimed that the doctrines and dogmas of the Church were not based on true scripture and went even further to change the canon of the Bible to fit his own agenda. This way guaranteeing his own salvation, since it no longer involved the final books of the canon. But that is a long story.
I finish with that the Church is what it is today thanks to the mistakes of many, but the Church remained perfect and that is why it is still here today, and will be in the future.

they responded by enyclicals and panthletes explaining the beliefs and why it is so, later in history the vatacan II was created, and the catachism was put out.

They murdered as many as they could that THOUGHT anything contrary to the churches idolotrous teachings. As a matter of fact, in one instance I know of, the Jesuit general ordered EVERYONE in a town to be killed. When the soldiers objected because there were catholics in the town, he told them kill them all god will sort them out.
EUROPE is about to go through something similar again. The rope-a-dope pope is the one behind the EU.

They responded by simply not changing their idolic ways.

I praise God for people like Martin Luther.....who wasn't afraid to stand up for the truth of the Scriptures.
