Many in the mainstream say no, they are not a sect. If you're just wondering what mainstream christians who have done their research (as opposed to those quick to latch on to what they heard someone else say), they will probably tell you that the main teachings are fine, just maybe confusing and/or open to misinterpretation or misunderstanding, particulalry when phrases are taken out of context.

But if you want to be technical, what someone calls a sect technically depends on your beliefs, then they may label them otherwise, so you will always find someone who will label them or any seemingly different "church" a cult or sect, just as you'll find athiests telling christians that they believe the wrong thing.

The following are portions from an article titled "Loose cult talk" in the magazine Christianity Today:

Just to be clear, the Local Church/Living Stream is not even close to being a cult—so their indignation is understandable. They loyally follow the teaching of Watchman Nee and Witness Lee. Lee's writings can be confusing and (to our minds, anyway) contradictory at points. But ct editors have asked Local Church leaders doctrinal questions, and their answers were straightforward and satisfying. We agree with a Fuller Theological Seminary study that concluded the Local Church represents a "genuine, historical, biblical Christian faith in every essential aspect."

May the Lord grant you a spirit of wisdom and revelation to guide you in the answer that you seek.

They very well could follow the teachings of either Pastor, but the church itself is not founded by either of these gentlemen. I am not sure what you mean by a "sect". Neither man would have organized a religious group that might be considered a cult.
