Stickers, pens, pretty papers, coloring crayons or markers, all packaged up like a kit are great because at 4 yrs they are really starting to explore what they can make and do. Or play dough and a playdough machine that they can make fun shapes with are always a hit. We also got a play kitchen and food, dishes, pans, etc for my neice, and she loves it.

You can give her something special that she can cherish forever, like a charm bracelet, or a necklace with a really nice charm, a new pair or earrings (if she has pierced ears). I think she's at the age where she notices these things, and might enjoy getting something like that.
