I have always liked pump shotguns for bird hunting and my favorite of them is the Remington 870 or 870 express if you want to go a little more inexpensive. The gun is versatile, especially if you get the RemChokes and wrench which will allow you to adjust the shot pattern to your intended use, anything from cylinder bore to a super tight turkey pattern.
The camo wrap is easy to apply, gives you great pattern options and great handling as well. A good do it yourself project. this option although well under your limit spending wise will give you a great, long service flexible shotgun platform for many uses.
You can use the left over money to buy one for a friend too!

I have a Remington 870 Express and that is the best gun i've ever had, i'll never buy nothing but a Remington now, i've shot several turkey with it, and i've shot a couple deer with slugs. you can buy the modified or full chokes, can also buy the turkey choke of you desire, there comes with all kinds of equipment you can get for it, i got mine for about $250 used and in great shape. The bad thing is it's a little heavy, if you take it pheasant or quail hunting it will give you a workout.

Your local hunting and fishing shops should carry most brands of shot guns, if you are located by a major city you might try Cabela's or Scheels hunting departments. Most of the staff at both places are very knowledgeable and should be able to help you find what you are looking for.

I have been looking at the Stoeger semi-automatic. It takes 2 3/4 to 3" shells, and comes in camo for around $400. It also comes with 5 chokes and wrench if my memory is correct. A friend of mine has one and he loves it.

Remington 870 with turkey barrel or for a little more the 1100 is also good. both of these can be found at any sporting goods store. most stores sell used guns as well you may find a better used gun at a cheaper price.

I'd go with Remington. I had a Mossberg several years ago, and it was something about the wrist of the gun (between the trigger housing and butt-stock) that I had to turn MY wrist to get a better, tighter fit, and the recoil bounced my hand into my cheek on every shot. I sold that and went back to my old reliable Stevens side by side double barrel 20 gauge. :)

Mossberg 500 and a new extra full choke plus some camo wrap from surplus store.com will do the job very well.The gun sells for about $250.00(USD) brand new at any sporting goods store(dick's sporting goods.) The choke tube sells for about $30.00(USD.) The camoflage gun wrap sells for $20.00(USD) online but i have seen it for $10.00-$15.00(USD) locally.I personally like the camo wrap better than painted stocks because it provides more texture.

A Winchester 37 or 37A would be my first suggestion. An H&R or NEF Pardner would be second. Break opens move the forearm backward so the shooter can take a more natural shooting stance than pumps or autos.
If you can't hit your target with one shot, then DON'T take the shot until you can!
I'd buy a longer barrel and cut it down....the cut down barrel will be thicker and have more steel up front than a factory barrel. Front weight makes for a steady gun (and better follow through on skeet, too). Have it cut for choke tubes and go XX full.
I'd stick a decent fiber optic on top of that and a ghost ring on the back.
Weird, that exact weapon config is becoming so common these days. Must be a reason for that, I reckon.

I bought my husband a Mossburg with three different chokes.
I know one throws a tighter pattern for turkeys, and one a wider pattern for squirrels.
He loves it. It is camoflouged, and just slightly under $600.00.

I would go with a Remington gun ONLY because they are not making Whinchester anymore which is sad because that was the poor man's quality shotgun.
