My poodle began humping peoples legs after he was studded out. It seems that he wanted it more often whereas before he never thought about it and didn't hump anyone or anything.

Territoriality issues is a big one. Just yesterday my boy Kaiser took down my pup I took back in (8 months). I knew it could happen and let my guard down, and Kaiser just came at him like a mack truck. He didn't hurt him.

It very common for them to develop a major obsession with the opposite sex. and yes leg lifting can increase.

Definite increase in territoriality. Probably become more subdued, unless it's one of those high-strung smaller breeds.
They can be weird.

My dog became more placid, like a part of his super-energetic hyper character had been supressed. He also became absolutely terrified of storms.

I would suggest you don't do it and fix your dog instead.

There are 27 MILLION homeless dogs, 16 MILLION of which will be put to sleep this year. Do you really want to add to the problem?
