In theory anyone with the requisite knowledge can convert someone. In practice, since you need a proper, recognised Rabbinical court, only Rabbis that have specific training and are recognised as being competent to perform conversions do them, since otherwise no rabbinical court is going to convert the person and the person would not be able to complete the conversion.

A rabbi needs to be knowledgable in the area of Jewish law relating to conversions in order to oversee one. But just so you know, conversions to Judaism are always handled by a Beis Din (Rabbinical Court), consisting of not one, but three rabbis.

technically any Rabbi can preform a conversion, but the practice today is that only Rabbis certified by different groups do conversions.
