To answer your question, when you state that a leader is escaping forward, basically you are saying that he or she is blaming all his or her actions on the actions of someone else... or some other country.

Leader A must commit Action X because Leader B is about to commit Action Y.... Leader A would be said to be escaping forward.

Escaping Forward:
Ahmadinejad is becoming a punching pillow domestically as his outrageous ignorance and mishandling of his tongue (let alone his decisions) has put the country in the slope of grave danger (he has already lost control but is in the back seat, waving all those scared bystanders who are killing themselves to warn him!). He talks about Iran’s “nuclear rights” every day and in every speech especially when he does not have an answer to questions regarding his real responsibilities. He does what some call “escaping forward” as if he is embracing more pressure to Iran to put the load of all his economical and political crap under the carpet of “Enemies actions”. He is more like a trapped convict who does not care if he drives into a one way road or hits another car, there is no turning back for him and his only friend is the unknown world of tomorrow. No wonder he is acting so stupid!
