I read on this sentence that transmission lines are typically used most heavily during off-peak hours. Is it because the off-peak period longer than the peak load period?

Used most heavily for what? Bird perching? Transmission lines are used most heavily for carrying current during peak hours.

I would venture to guess that in peak periods, more plants are on and running at full capacity so load generation is more localized. In off peak periods when full demand is not required by all plants, then production switches to the most efficient plants on any given generation network.

...unless, in some countries, the electricity is cheaper in off-peak hours (you have actually 2 meters that are switched over at certain times), and people, and especially Industry make good use of it....
