...not sure what business you are in Rollie, nor what country, but it sounds to me like you need police protection more than you need a potentially lethal weapon.

Now you have to remember one thing: does the culprit want to physically harm or kill you?
All bullets or shot, including rubber bullets and shot, are potentially lethal. Even air guns can kill, and therefore are legally considered lethal force. Using lethal force in some states where it's not required to save your own skin(such as New York if someone's stealing everything you own, you cannot fight back, and are required to help them load the truck and pay for gas money) can get you stuck with a murder or attempted murder charge. Even in states where it's legal to defend yourself and your property from violent intrusion, the intruder can still sue the victim for endangerment if they survive, so rubber bullets are just a frivolous lawsuit waiting to happen. Get some steel #4 shot instead, which poses little risk to anyone after it passes through two layers of sheetrock, and make sure if anyone breaks in, yell really loud, "You're in my house, I feel threatened, I have a gun and I'm willing to protect myself." Making direct threats can get you into trouble, too. If you're worried about home invaders being armored, or light duck shot not hitting hard enough, you can back it up with a slug or two, just to be sure.
Ok, that's more than one thing to remember, I guess. Just consider this:
Rubber probably won't completely stop an intruder, and may only capacitate them for a few moments, if that.

It works like this. You get "rubber bullets" for "commercial guns." Not the other way around. The guns are fully capable of firing lead, but you load them with "special" bullets.
The only caveat that I can find is that rubber bullets only seem to be sold to law enforcement and the military. So, you could cast your own or just get a tazer...
On the legal side. That depends on where you live, the circumstances involved, the weapon, and who you are...
On the other hand, not that I have ever been in a real fight, but I picked up these guidelines: (You want the third most...)
First, unless you know how to end the fight, don't start it. In other words, know how to fight. This means know both how to maim and kill and to have the moral fibber to do one or both.
Second, don't carry/pick-up a weapon that you cannot use, it will probably be taken from you and used on you.
Third, never pick up a weapon bigger then the job. Guns, and swords (along with others), were designed to kill people, that's it. Therefore, if you don't want to kill somebody, don't pick up a gun or a sword, use your fist or a night-stick.

A rubber bullet, normally called a baton round, is a fairly large lump of plastic fired from a shotgun. They are supposed to be aimed at the lower legs where they can cause quite painful superficial injuries - about the same as being struck with a steel baton. If they hit you on the head or chest, they can kill.

The only rubber bullets I am aware of are for a 12 gauge shotgun and are only available for police use. These are used in riot-control type situations. Trust me, you don't want to use these to protect yourself. If your life is in jeopardy then deadly force is usually justified in protecting yourself. If you use less-than-deadly force even if you can prove that you feared for your life and you maim, blind or cripple someone then his attorney will justify suing you by saying that you deliberately intended to 'torture' his client. You could lose everything you ever worked for. Also consider that someone who puts you in fear of your life may have the means to carry his threat out. You want to respond to this threat with rubber bullet??? That's like trying to shoot the gun out of the bad guy's hand. Only John Wayne did that and he's... Dead.

Never heard of a commercial rubber bullet gun. Only for law enforcement, then again any weapon is potentially lethal. Maybe a tazer or pepper spray. I agree with the simple philosophy of having a gun. If you have one, you must be willing to use deadly force.

If you are that concerned, consider an AirTaser.
Generally less-than-lethal, the problems are you are limited (as a civilian) to an effective range of 15 feet and can only engage one person at a time before reloading.

There is no such thing as a non-lethal gun. Such fantasies are for the uninformed.
If you do not possess the will to take another life to protect your own, you have absolutely no business using any gun for protection.

Anything fired from a firearm can be potentailly deadly. A gun is a tool of the gravest extreme, and if you are justified in using it, use real bullets.
